Any info is available about this character concept? The blue jackrabbit with the knack for technological gadgetry?

The story I've heard is he was supposed to be Eva's cousin, but I can't seem to find a source for that right now. It's not mentioned in Noogy's character gallery or the JJ3 FAQ.
